Assessment of City Decarbonisation Strategies

In the first half of 2025, the Chair consolidated key advances in the assessment and design of decarbonisation strategies for Valencia.

The calculation of the carbon footprint by district and neighbourhood has been completed, with publications in the Journal of Cleaner Production, Sustainability and Sustainable Cities and Society. The results show:

  • Significant intra-urban disparities in emissions.
  • The significant weight of consumption, with 36.6% of Scope 3 emissions in Benicalap due to the food and beverage sector.
  • Potential for reduction of more than 50% by 2030 through sustainable mobility and photovoltaic deployment.

Decarbonisation roadmaps have been drawn up for La Torre and Benicalap. In the case of La Torre, work is being done on the pre-DANA state; a future diagnosis of its impact will allow for a decarbonised reconstruction to be proposed and both scenarios to be compared.

The DESVAB project is evolving, equipping it with artificial intelligence and a new API that will automatically read municipal databases in various formats. During the last part of the year, work is being done on its integration into the Smartcity València platform.

In mobility, a methodology has been designed to plan urban electric charging, which will allow the installation of charging points to be coordinated with the Lighting Service.

Finally, progress has been made on the SAM tool for assessing solar photovoltaic potential and the optimal layout of panels on roofs. In 2024, it used artificial vision and was limited to one neighbourhood; in 2025, it uses artificial intelligence, covers the entire city, calculates slopes and generates detailed solar radiation maps. The next step will be to incorporate cadastral data and validate the results against the official solar map.

Together, these advances reinforce the Chair’s ability to offer accurate diagnoses and useful tools for urban decarbonisation. Outstanding challenges include the validation of the tools developed, full integration with Smartcity València, and the effective implementation of roadmaps in pilot neighbourhoods.
